The Colorado Department of Human Services (CDHS) manages the Colorado Benefits Enrollment and Eligibility Systems (CoBEES) and the Joint Agency Interoperability (JAI) program. These initiatives modernize and connect state IT networks to deliver medical, food, cash, and child care assistance.

Colorado Benefits Eligibility and Enrollment Systems (CoBEES) 
About CoBEES

The Colorado Benefits Eligibility and Enrollment Systems (CoBEES) team is responsible for a multi-year effort to modernize how public benefits—such as medical assistance, food, and cash assistance—are accessed and administered in Colorado.

CoBEES manages systems used to deliver public assistance benefits that includes the Colorado Benefits Management System (CBMS) for casework and Powers Colorado PEAK for public benefit applications.

County Computer Refresh Program
About CDHS' County Computer Refresh Program

CDHS' County Computer Refresh Program supports county personnel and management with computers and accessories for efficient and effective service delivery. Currently, CDHS and OIT complete three HP Lease County Computer Refresh programs. These refresh programs occur on a three-year cycle. Read more here.

Joint Agency Interoperability (JAI)
About JAI

Joint Agency Interoperability (JAI) is a collaborative program involving Colorado counties, the Department of Human Services, the Department of Health Care Policy and Financing, the Department of Early Childhood, the Office of Information Technology, and various Federal partners. Its goal is to address the comprehensive needs of individuals, families, and communities by enhancing the integration of business processes with technology and data. 

Digitization of County Documents

The purpose of the Digitization project was to digitize paper human services documents across Colorado. The project was funded by HB22-1380. This funding was used to scan, index, and store electronic documents. These documents will eventually be transferred into the future Unified County System.

Project Details

  • Completed County Digitization Project (Final Summary Report)
    • Over 25 million pages scanned (8,900 boxes of paper)
    • Completed scanning for 46 individual counties:  
      • Across Eligibility, Child Care, Child Welfare and Child Support

Unified County System

The purpose of the Unified County System project is to provide business processes management and electronic document management for all of Colorado’s counties. It will enable the counties to implement paperless processes, allow for business process standardization, and improve process efficiency. This will result in improved delivery of human services to Coloradans.

    • Invitation to Negotiate (ITN) was Federally approved 8/20/24
    • ITN was posted from 9/6/24 - 11/4/2024
    • Initial Vendor Evaluation & Selection Completed 12/11/24
    • Vendor Statement of Work Negotiations - Completed 5/5/25
    • Final Vendor Review and Selection - Completed 7/23/25
    • Final contract negotiations and State approval 1/1/2026 - 3/31/2026

Volunteer to help us customize the system for you, your coworkers and Coloradans.

To help us make sure the new system customizations are optimized to meet the needs of county workers and the Coloradans we jointly serve, we’re looking for volunteers to engage with the state. The time commitment is approximately five to 10 hours per month. Analytics and Reporting

Our goal is to empower county partners, state programs staff and tech teams with timely, accurate, and self-service data (e.g. dashboards, ability to create ad hoc reports and run independent queries) to drive equitable, data-informed decisions and meet reporting obligations efficiently with minimal administrative burden and principles of interoperability.
