Core Services and Child Welfare Quarterly
Colorado created the Core Services Program in 1994, and it’s housed within the Department of Human Services. By law, the program provides strength-based resources and support to Colorado families. The program serves children and youth at imminent risk of placement outside the home, as well as those who need services to stay in the least restrictive setting possible.
