Colorado’s Implementation Task Group for ‘A Home for Every Child’

This workgroup will provide guidance and recommend regulatory changes to develop and implement Colorado’s Plan for a Home for Every Child.

The Child and Family Services Review (CFSR) is a federal review of each state’s child welfare system that evaluates performance across 36 federal measures. The CFSR consists of two phases:

• The Statewide Assessment
• The Onsite Review.

Colorado completed its Statewide Assessment in July 2026 and received its results in September 2026. Colorado must develop a Program Improvement Plan (PIP) within 90 days of receipt of the Final Report that identifies goals and interventions to improve its child welfare system.

In December 2025, the Children’s Bureau issued Technical Bulletin No. 14, announcing a pilot opportunity for states in various stages of CFSR Round 4 to center their program improvement efforts on the overarching goal of “A Home for Every Child.” This goal includes maintaining a target ratio of 1:1 licensed foster homes for every child in foster care. Colorado has opted into the PIP pilot program and must submit its PIP to the Children’s Bureau in December 2026.
