Colorado Youth Detention Continuum (CYDC) Advisory Board and Interstate Compact for Juveniles State Council
The CYDC State Advisory Board and the Interstate Compact on Juveniles State Council originate from Colorado Revised Statutes (C.R.S.)19-2.5-1404 and ICJ State Council Stature 24-60-702. This board functions to meet statutory requirements for a Working Group and State Council, respectively. It includes representation from agencies that work in the juvenile justice system throughout the state.
In accordance with C.R.S 19-2.5-1404, the CYDC State Advisory Board is charged with the following tasks:
Annually reviews and recommends a set of criteria for both detention and commitment for the purposes of determining which juvenile offenders are appropriate for placement in the physical or legal custody of the Department of Human Services
Annually reviews and submits recommendations for the purposes of allocating juvenile services funds to each judicial district.
Facilitates the development of plans for community-based detention services with an annual review of plans prior to the start of each fiscal year
Submits annual recommendations concerning the configuration of the detention catchment areas to the Director of the Division of Youth Services for transmission to the Executive Director of the Department of Human Services and the State Court Administrator.
Allocates the number of juvenile detention beds to each catchment area and judicial district annually.
Develops a mechanism for loaning beds between judicial districts.
Develops emergency release guidelines that shall be used by each judicial district and develops juvenile detention placement guidelines for use by each judicial district.
Meets quarterly, and meetings are held in accordance with the Colorado open meetings law.
In accordance with C.R.S. 24-60-702 Article IX, the Interstate Compact on Juveniles State Council shall:
Include at least one representative from the legislative, judicial, and executive branches of government, victims groups, and the compact administrator, deputy compact administrator, or designee.
Meet at least once annually a. Submit a report regarding the previous year’s State Council activities to the National Commission
Ensure state compliance and proper administration of the compact
Advise and may exercise oversight and advocacy concerning Colorado’s participation in Interstate Commission activities that may include a. Development of policy concerning operations and procedures of the compact within that state.
CYDC/Interstate Compact Advisory Board Membership
The Colorado Youth Detention Continuum (CYDC) State Advisory Board/Interstate Compact State Council appointments are made by the Director of CDHS for a three-year term. Requirements for membership are:
● Candidates must be a Colorado resident.
● Members must attend 75% of the quarterly meetings.
● Quarterly In-Person Meetings-up to 8 hour commitment
● Participation in Annual CYDC Plan Reviews occurring the 1st quarter of the calendar year
