24 Hour Appeal Panel

The Colorado Department of Human Services has the authority to operate a Child Welfare 24 Hour Appeal Panel as described in 26-6-909(4) C.R.S., which provides an appeal right for any applicant or licensee to appeal any standard that in their opinion caused an undue hardship or when, in their opinion, the standard was too stringently applied. The Panel consists of persons representing various state and local government agencies with an interest in, and a concern for, children. The Panel's task is to review appeals and waiver requests and to make recommendations to the Department. Members of the Appeal Panel are appointed by the Executive Director of the Colorado Department of Human Services.

IDD Calabrese Appeal Denial Panel

The Colorado Department of Human Services has the authority to operate an appeal denial panel for youth with intellectual and developmental disabilities who have been determined to be ineligible for access to Laradon’s Calabrese Program or who has been removed from the program before meeting discharge criteria, as described in section 26-5-102(3)(b), C.R.S. This statute provides an appeal right for any custodian of the child/youth to submit the appeal request for reconsideration to the IDD Calabrese Appeal Denial Panel. The panel consists of persons representing a county department, treatment director or coordinator for a residential program, staff member from a program-approved service agency, and a representative from the Department of Health Care Policy and Financing. The panel’s task is to review appeal requests and make recommendations to the department. Members of the IDD Calabrese Appeal Denial Panel are appointed by the executive director of the Colorado Department of Human Services.
